This table shows why you have to be careful with penny slots online. Shields of the Wild and Mega Money Machine were the highest-RTP penny slots we’ve found to date, and both sit comfortably in the 96% range, which is just average for online slots.
Mega Money Machine is also a good example of why you can’t rely on the game title alone when looking for online penny slots. The FanDuel version starts with minimum wagers of $0.01, but the very same game at Hard Rock Bet Casino imposes a $0.10 minimum bet per spin.

Where to Play 1 Cent Slots Online in the US
BetMGM Casino: Has all of five of the verified 1¢ slots listed above. Although BetMGM lacks penny-slot-specific filters and search functionality, it is the most transparent US online casino for slot RTPs (you can find per-game RTPs under the “Game Rules” section of BetMGM’s customer support knowledge base).
FanDuel Casino: The only other online casino with all five of the recommended 1-cent online slots listed above. FanDuel also does not offer a penny slots category or a way to sort games by their minimum total wager, but its catalog is one of the deepest for budget-minded players who know which games they want.
Hard Rock Bet Casino: The US online casino app with a dedicated penny slots category and an option to sort games by minimum bet. However, its penny-slot category is incomplete, and its sort feature is inconsistent, so it still requires some digging to find Hard Rock’s online penny slots.
Caesars Palace Online Casino: Has two of the five verified 1¢ slots (Double Cash Spinner and Fizzy Penny Slot) but doesn’t offer penny-specific filtering or sorting.
DraftKings Casino: Has a massive slots library, including nearly all of our recommended true 1-cent games. Why It’s Hard to Find Real 1-Cent Slots Online
Finding genuine $0.01-per-spin slots is challenging for two reasons:
- The major US gambling apps don’t make it easy to filter for penny slots online or to sort games by minimum wager.
- Even when you do find candidate slots, the same title often has different minimum bets at different online casinos.
The result is a frustrating search process. Players often have to open games one by one, check the bet menu, inspect the game rules, and piece together RTP information from multiple places. That becomes even more cumbersome for players who want actual $0.01 slots with competitive RTP.
BetMGM, FanDuel, and Caesars Palace all lack effective lobby filter/sort functions to find penny slots at all (let alone penny slots that actually cost a penny).
Hard Rock Bet Casino is the only major operator with a dedicated “penny slot” category and an option to sort games by minimum bet. However, Hard Rock’s “penny slot” category only shows a portion of the library’s penny slots, and the sort feature is wildly inconsistent.
It’s even more difficult to find high-RTP penny slots online because none of the major brands show minimum wager amounts and RTPs in the game lobby. You typically have to open each game individually to view its minimum total wager and average return to players.
The lack of consistency across online casino brands and states further complicates the search process. A slot with a minimum total bet of $0.01 at one casino may have a minimum bet of $1 at another. Similarly, the same BetMGM penny slot may have one RTP in New Jersey and a different RTP in Michigan.
Finding the best online penny slots is even more cumbersome if you’re trying to decide where to play in the first place. The Best Way to Search for Penny Slots Online
Assuming you do have an account at a few online casinos, there’s a slightly less complicated (but still imperfect) method to find true online penny slots.
If your casino app does not show minimum bet amounts in the main lobby, you can usually open the lobby’s search tool and enter a common slots term like “golden” or “cash.”
For whatever reason, most casino apps’ search results show each slot’s minimum total bet without forcing you to launch each game, even if the lobby doesn’t display that information by default.
The search method is faster than opening each game one by one, but it’s random, requires a lot of manual scrolling, and rarely provides RTP data.
Do Online Penny Slots Have Lower RTPs?
Online penny slots tend to have lower RTPs than higher-denomination games.
Case in point: The actual 1-cent-per-spin slots in the first table on this page have an average RTP of 95.15%. In contrast, the additional slots in the secondary table showcasing “penny slots” that cost more than $0.01 per spin have an average RTP of 96.26%.
Although the sample sizes are small, that one-percent difference is significant. Additionally, the finding isn’t surprising.
Licensed online casinos have little commercial incentive to deploy high-RTP games for customers who will play for one cent at a time. Similarly, slot software studios have little incentive to develop genuinely 1-cent-per-spin slots with high RTPs.
High Volatility vs Low Volatility Penny Slots
Two distinct types of players gravitate toward penny slots, and the right game choice differs sharply between them.
Choose low volatility penny slots if you’re a budget-conscious gambler and want to make your bankroll last as long as possible. Low-volatility slots tend to produce frequent small wins, which can help stretch your bankroll out longer while providing some entertainment along the way.
Note: Responsible gambling still matters even if you play low volatility penny slots exclusively. Online penny slots move quickly, and it’s surprisingly tempting to increase your bet size if you hit a dry stretch.
